La tesis de Estefanía Pérez López, candidata al Premio INAP 2015, investiga cómo el propio legislador ha alterado mediante diversas reformas legislativas la naturaleza propia del patrimonio municipal del suelo para convertirse en fuente de financiación de las corporaciones locales.

En este sentido, Pérez López destaca la necesidad de estudiar y adaptar distintas medidas de racionalización que permitan el mantenimiento y conservación de esta institución.
