Ignacio León fue el becado INAP-Fulbright en ese período, durante el cual realizó el Master de Administración Pública en la Universidad de Columbia Nueva York para ampliar sus conocimientos profesionales como directivo público. El informe también menciona las positivas vivencias del estudiante en Estados Unidos y el apoyo mostrado por la Comisión Fulbright.
