El informe comienza aclarando que la Constitución Española de 1978 no realiza ninguna referencia al término “hecho diferencial”, aunque sí reconoce unas realidades diversas y plurales entre los españoles y pueblos de España.

Tras describir éstas, las autoras tratan de mostrar las distintas acepciones existentes sobre los hechos diferenciales para, después, ofrecer algunos de los mecanismos que posibilitarían la realidad de éstos en la vida política.
