Santiago Guibert Ovejero-Becerra esgrime en su tesis doctoral, candidata a la edición 2015 del Premio INAP, la necesidad de que el legislador español desarrolle una nueva reforma procesal criminal, en la que se delimite un modelo acusatorio formal, las funciones del fiscal y las garantías orgánicas que protejan el ejercicio de las funciones que le sean encomendadas.
