Virgina Losa Muñiz plantea en su investigación, presentada al Premio INAP 2015, las reformas legislativas de 2013 que afectan al régimen jurídico de las entidades locales en la Comunidad Autónoma de Castilla y León, donde se integran más del 75% de las entidades locales. La autora estudia los problemas que afectan a estas entidades y si los cambios legislativos operados (la Ley 27/2013, de racionalización y sostenibilidad de la administración local, así como la Ley 7/2013 de ordenación, servicios y gobierno del territorio de Castilla y León) suponen una solución.
