La finalidad de SCINNOPOLI es doble: por una parte, analizar el impacto de las políticas por áreas de acción, evaluando la incidencia de las mismas en el escenario europeo; por otra parte, fomentar la transferencia de buenas prácticas en políticas regionales para implementar aquellas con resultados más positivos y mejorar las que resulten deficitarias en algún aspecto.
