Berezi Elorrieta Sanz analiza en su tesis, presentada al Premio INAP 2015, la influencia de la Unión Europea en la ordenación del territorio a través de un estudio de los planes territoriales autonómicos, entre otras fuentes.

La autora destaca que esta "europeización" o proceso de adoptar nuevos enfoques globales, integrados y horizontales se está aplicando de forma desigual en el Estado español "por su propia organización administrativa, vertical y compartimentada".
