El objetivo del estudio, realizado por Rafael D. Agulló, es identificar los respectivos preceptos estatutarios relacionados con la designación de senadores por parte de las Comunidades Autónomas y las características que los distintos estatutos requieren para ser designado senador. El informe, editado por Goberna, finaliza con una reflexión sobre una posible modificación de los estatutos ante una hipotética reforma del Senado.
