José Antonio Martínez Rodríguez estudia en su tesis doctoral, presentada al Premio INAP 2015, las novedades introducidas en el Código Penal de 1995 con objeto de criminalizar los atentados contra la ordenación del suelo. Martínez Rodríguez estudia, entre otras reformas, el reconocimiento de la responsabilidad penal de las empresas promotoras, la ampliación de conductas típicas de delito y el endurecimiento de las penas, en caso de prevaricación urbanística.
