La finalidad de esta formación es doble. Por un lado, se busca garantizar el derecho a la pluralidad lingüística a través de la formación en las lenguas cooficiales de los empleados públicos que lo requieran, y, por otro, facilitar a éstos el aprendizaje lingüístico que se les exige.
