La tesis, presentada al Premio INAP 2011 en la modalidad de Derecho de las Administraciones Públicas, tiene como finalidad comprender la evolución en la regulación de las especialidades fiscales específicas del archipiélago canario, y que han sido calificadas como ayudas de Estado de finalidad regional.

Para ello, María Esther Gimerá emplea las normas sobre la competencia sujetas al cumplimiento de las previsiones contenidas en el Derecho comunitario.
