José Becerra Muñoz es el autor de esta tesis presentada al Premio INAP 2011. En ella analiza el proceso de toma de decisiones legislativas, especialmente de carácter penal, con el objetivo de elaborar un diagnóstico y establecer líneas innovadoras de avance en la creación de normas por parte del Gobierno y el Parlamento.
