Aunque la legislación chilena prohíbe la recepción de obsequios por parte de los empleados públicos, su regulación deja un cierto espacio de discrecionalidad. Ante ello, la Subsecretaría de Telecomunicaciones de Chiles estimó necesario eliminar dicha ambigüedad existente, optar por una mayor claridad y reforzar la imagen de independencia y autonomía de los funcionarios.
