La tesis de Lucía Fernández Delpuech, presentada al Premio INAP 2014, tiene como objetivo principal profundizar en el análisis de los principios de igualdad, mérito y capacidad en el acceso al empleo público, que rigen este derecho constitucional, además de sistematizar los problemas y situaciones que lesionan este derecho y ofrecer soluciones legales.
