La tesis de Virginia Rodríguez Díaz, presentada al Premio INAP 2015, aborda el nivel de acceso de la población andaluza a la red hospitalaria para evaluar la eficacia de los sistemas sanitarios en su planificación, gestión y ordenación, en un marco de recortes presupuestarios donde se garantice la cobertura sanitaria universal.
