Miren Josune Pérez Estrada fue candidata al Premio INAP 2012 con esta tesis doctoral. En su investigación describe los problemas que impiden una aplicación eficiente de la tutela cautelar en el proceso contenciosoadministrativo y las soluciones posibles con el fin de lograr la eficacia y la eficiencia. Es necesario que la Justicia funcione; que funcione de manera ágil, fundada, previsible y neutral al servicio del Estado de Derecho y de los ciudadanos.
