El autor de la tesis, presentada al Premio INAP 2011, plantea una doble investigación del incuestionable papel de las tecnologías como elemento de cambio en las organizaciones. No sólo replantea el concepto teórico de Administración electrónica y de los enfoques institucionalista y sistémico referentes al cambio organizativo. También en el plano empírico realiza un estudio sobre el desarrollo de la Administración electrónica en la Comunidad de Madrid a lo largo de los dos planes realizados hasta la fecha.
