La Carta Iberoamericana de la Función Pública fue aprobada en 2003 por la V Conferencia Iberoamericana de Ministros de Administración Pública y Reforma del Estado y respaldada por la XIII Cumbre Iberoamericana de Jefes de Estado y de Gobierno.

Entre sus capítulos se recogen el preámbulo, la finalidad y ámbito de la Carta, los criterios orientados y principios recortes, los conceptos básicos sobre la función pública, los requerimientos funcionales de la función pública, consideraciones específicas sobre la función directiva y las condiciones de eficacia de la Carta.
